" That's the big question behind Workfare: i.e. should those provided with enough to eat even though they don't work (and assuming they're fit and of working age) be required to do some sort of subsidised and not desperately productive job. With welfare, people eat but do not work. With investment, people both eat and work.<br /><br />Now government routinely provides the means for a very large part of the population to eat. This large part of the population is composed both of people who work directly for government and of people who receive welfare and who are not asked to work.<br /><br />This contrast between work and welfare can be highlighted with this question: Is a physicist working on government sponsored nuclear research receiving "welfare for the educated" or is he simply "working for the government"?<br /><br />There is broad agreement that government should maintain conditions that allow EVERYONE to eat.
